张庆方律师：志愿填报季来了，包庇学术腐败的华东政法大学，值得报考吗？Is ECUPL Worth Applying To?

张庆方律师今天上午通过上海教委主任信箱，实名举报华东政法大学校长叶青包庇该校2001级法律硕士，现鹰潭中院院长田甘霖硕士论文抄袭。

This morning, Lawyer Zhang Qingfang filed a formal complaint against Ye Qing, the President of East China University of Political Science and Law, for shielding the 2001 Master of Law graduate and current President of Yingtian Central Court, Tian Ganlin, whose master's thesis is alleged to have been plagiarized, via the official mailbox of the Shanghai Education Commission.

举报内容如下：本人反映,华东政法大学校长叶青包庇学术腐败，对中国公民多次以邮寄，到学校有关部门现场等方式举报华东政法2001级法律硕士，现鹰潭中院院长田甘霖硕士论文知网查重抄袭率达38.6%，不但不立即调查处理，反而百般刁难举报人。

The complaint states: I report that Ye Qing, President of East China University of Political Science and Law, has been shielding academic corruption. Despite multiple reports by Chinese citizens, both via mail and in person, to relevant school departments about the 2001 Master of Law graduate—now President of Yingtian Central Court, Tian Ganlin—whose master's thesis has a plagiarism rate of 38.6% according to a CNKI duplication check, the school has not initiated an immediate investigation. Instead, they have gone to great lengths to obstruct the complainant.

本人认为，我们同期举报鹰潭中院副院长刘赛连在南京大学的在职法律硕士论文抄袭率达63%，南京大学就本着对学术腐败零容忍的态度，在初步调查后于2024后3月11日正式立案，并于6月10日正式通知举报人：刘赛连的硕士论文存在抄袭，构成学术不端，校学术委员会建议学校有关部门进行处理。与南京大学的公正态度不同，华东政法对举报人的实名举报，先是在学位办和校纪委之间反复推脱，后来又推到科研处。在拖延了两个月后，居然回复举报人说：你们的对田甘霖的举报，没有具体的信息，我们学校不能管，你不满意，可以到教委反映。同样是从万方数据库中下载的硕士论文，同样是知网查重报告，为何南京大学对我们举报鹰潭中院副院长刘赛连，就进行了调查并做出了刘赛连学术不端的结论，华东政法却对我们举报鹰潭中院院长田甘霖拒不查处？据知情人反映，华东政法像田甘霖这种司法界领导在职混学位的非常多，而且，多和华东政法领导、导师、招生人员之间存在交易，华东政法怕查处田甘霖学术不端后，会引发大量在职学位论文造假的举报，由此产生的后果超出学校承受能力，因此，只能铁了心包庇田甘霖。

I believe that when we reported that the Vice President of Yingtian Central Court, Liu Sailian, at Nanjing University, had a plagiarism rate of 63% in his on-job Master of Law thesis, Nanjing University, adhering to a zero-tolerance policy towards academic corruption, formally filed the case on March 11, 2024, after a preliminary investigation, and notified me on June 10 that Liu Sailian's thesis contained plagiarism, constituting academic misconduct. The university's academic committee recommended that the relevant departments handle this matter. Unlike Nanjing University's fair stance, East China University of Political Science and Law, in dealing with our formal complaint, initially shuffled it between the Degree Office and the School Discipline Committee, and later pushed it to the Research Office. After delaying for two months, they shockingly responded that our complaint about Tian Ganlin lacked specific information, and that the school could not handle it, advising dissatisfaction be directed to the Education Commission. Why would Nanjing University investigate and conclude academic misconduct for Vice President Liu Sailian based on the same Wanfang database download and CNKI duplication check report, yet East China University of Political Science and Law refuses to investigate our complaint against President Tian Ganlin? It is reported that there are many judicial leaders like Tian Ganlin in East China University of Political Science and Law obtaining degrees while in office through transactions with school leaders, advisors, and admissions staff. The school fears that investigating Tian Ganlin's academic misconduct might trigger a massive number of fake degree thesis reports, consequences beyond the school's capacity to handle, thus they are firmly determined to shield Tian Ganlin.

本人要求，上海教委必须立即对叶青领导的华东政法大学包庇学术腐败一事进行彻查，严肃追究叶青以及其他责任人违反学术纪委，破坏学位制度的违法行为，给中国大学教育保留基本的尊严。

I demand that the Shanghai Education Commission must immediately investigate the matter of Ye Qing and East China University of Political Science and Law's shielding of academic corruption, seriously pursue Ye Qing and other responsible parties for violating academic integrity and undermining the degree system, and preserve the fundamental dignity of university education in China.

In the complaint letter to the Director of Shanghai, Lawyer Zhang Qingfang also included a complaint letter written by the family of Wu Min to East China University of Political Science and Law, detailing the difficulties faced by the complainants and the entire process of how East China University of Political Science and Law obstructed the complainants and shielded Tian Ganlin.
