汪立平——幸运的常州首富 Wang Liping – The Fortunate Richest Man in Changzhou
汪立平，传说中的常州首富，恒立液压公司董事长。2023年10月，汪立平以610人民币财富位列《2023年·胡润百富榜》第64名。
Wang Liping, the legendary richest man in Changzhou and chairman of Hengli Hydraulic, was ranked 64th on the 2023 Hurun Rich List in October 2023, with a fortune of 61 billion RMB.
2024年3月25日，胡润研究院发布《2024胡润全球富豪榜》，汪立平以540亿人民币财富位列榜单366位。
On March 25, 2024, the Hurun Research Institute released the 2024 Hurun Global Rich List, and Wang Liping was ranked 366th with a wealth of 54 billion RMB.
我与汪总本素昧平生，但是，因为辩护常州武进区委原常委、武进国家高新技术产业开发区党工委原副书记张龙受贿一案，让我对汪立平的身世，政商关系和处事哲学充满了好奇。
Although I have never met Mr. Wang before, defending the bribery case of Zhang Long, former Standing Committee member of the Wujin District Party Committee and former Deputy Secretary of the Party Committee of Wujin National High-Tech Industrial Development Zone, sparked my curiosity about Wang Liping's background, political-business relations, and philosophy.
张龙2022年11月被常州纪委留置后，专案组以不配合就抓家人相要挟，逼迫他承认从2014年到2021年底，分别担任雪堰镇党委书记，常州环保局副局长，武高新区工委副书记期间，收了下属和民企老板共23人1260万元。
After Zhang Long was detained by the Changzhou Discipline Inspection Commission in November 2022, the special investigation team threatened him with the arrest of his family if he did not cooperate. They forced him to admit that during his tenure as Party Secretary of Xueyan Town, Deputy Director of the Changzhou Environmental Protection Bureau, and Deputy Secretary of the Wugao New District Party Committee, he accepted 12.6 million RMB from 23 subordinates and private business owners.
因为在张龙家没查到一分钱赃款，专案组马益飞、曹宇等人就圈定了十几个老板，让张龙承认把全部受贿款几十万到几百万不等，放在这些老板处吃利息。
Since no illicit money was found in Zhang Long's home, the special investigation team, led by Ma Yifei and Cao Yu, rounded up more than a dozen business owners, forcing Zhang Long to admit that he placed various amounts of money, ranging from hundreds of thousands to millions, with these owners to collect interest.
其中，涉及汪立平的，最初张龙被迫承认汪立平向他行贿100万元，过了一段时间，办案人员马益飞问他：汪立平只给你送钱，你就没有放一部分钱在他那里？
Involving Wang Liping, at first Zhang Long was forced to admit that Wang Liping had bribed him with 1 million RMB. After some time, investigator Ma Yifei asked, "Did Wang Liping only give you money? Didn't you place some money with him as well?"
张龙说：汪立平那么有钱，还需要从我这里拿钱？
Zhang Long replied, "Wang Liping is so rich, why would he need to take money from me?"
马益飞大怒：不配合，就是不老实！
Ma Yifei became furious: "Not cooperating means you're being dishonest!"
被折磨了几个月的张龙只好承认放了一百万在汪立平处。
After being tortured for months, Zhang Long had no choice but to admit that he had placed 1 million RMB with Wang Liping.
马益飞很不满意：你收了他一百万，就只放在他那里一百万？太少！

张龙只好改口说放了一百五十万，看着马益飞仍然不满意，最后说放了两百万。

因为从收汪一百万到放在汪处两百万都是张龙在专案组重压下编造的，他也无法提供让马益飞满意的证据。
Since both the 1 million RMB bribe and the 2 million RMB placed with Wang were fabricated under the special investigation team's pressure, Zhang Long could not provide any evidence to satisfy Ma Yifei.
期间，堂堂常州首富汪立平，每天被马益飞等人叫到办案点，逼他必须承认给张龙行贿一百万，又代他保管赃款两百万。
During this time, Wang Liping, the richest man in Changzhou, was summoned to the investigation point every day by Ma Yifei and others, who pressured him to admit to bribing Zhang Long with 1 million RMB and keeping 2 million RMB for him.
汪立平到底见过世面，也有些骨气，坚持不承认，最后让医院开出诊疗单子，住进了医院。
Wang Liping, being a man of experience and dignity, refused to admit to the allegations. Eventually, he got a hospital to issue a medical certificate and was admitted to the hospital.
马益飞一看自己搞不定汪首富，就搬出自己的领导做他的工作。
When Ma Yifei saw that he couldn't handle the richest man in Changzhou, he brought in his superiors to persuade Wang.
最后的妥协结果是：行贿一百万，就给你格外开恩，不认了。但是，你这么大一个老板，也不能不配合纪委的工作，张龙交代的放在你这里的两百万，你交给纪委就完事了。
The final compromise was that the 1 million RMB bribe would not be recognized, but as a big businessman, Wang couldn't entirely refuse to cooperate with the Discipline Inspection Commission. He was told to hand over the 2 million RMB that Zhang Long claimed to have placed with him, and the matter would be closed.
就这样，汪立平被折磨了一个多月后，以被敲诈两百万的代价过了这一关。
Thus, after more than a month of torment, Wang Liping got through the ordeal by paying 2 million RMB in extortion.
无法无天的常州纪委，完全不顾及张龙交代收汪立平的钱，以及在汪这里放钱，和收其他老板的钱并放钱证据上没有什么两样，却单单没把汪立平认定为行贿人。
The lawless Changzhou Discipline Inspection Commission completely ignored the fact that the evidence of money received from Wang Liping and placed with him was no different from that of other businessmen, yet they did not label Wang Liping as a briber.
因此，我非常好奇，仅仅因为他是上市公司老板？
Thus, I am very curious, is it simply because he is the owner of a publicly listed company?
其他十几个被常州纪委荼毒的老板中，也有几个上市公司老板，也都是常州企业界响当当的人物，是什么原因，让汪立平能够在张龙案中以区区两百万代价全身而退？
Among the other dozen or so businessmen tortured by the Changzhou Discipline Inspection Commission, several are also owners of publicly listed companies, prominent figures in the Changzhou business community. What allowed Wang Liping to escape the Zhang Long case by paying only 2 million RMB?
但是，即便如此，汪立平的遭遇，也很好地诠释了常州企业家目前在纪委面前的实际地位。
Even so, Wang Liping's experience vividly illustrates the current status of Changzhou's entrepreneurs in front of the Discipline Inspection Commission.
对汪立平这种大老板，张龙这种管实事的地方领导是小心翼翼敬着的。

According to Zhang Long, Suzhou and Nanjing both wanted to lure Wang Liping’s company away. As the Party Secretary of Xueyan Town and the deputy director of Wugao New District, I was focused on keeping him in Wujin, in the high-tech zone. I was the one pleading with him, not the other way around. How could I possibly take his money?
但是，张龙这种抓经济的干部为了留住一个大企业的良苦用心，在马益飞曹宇这种纪检干部眼中不值一提：抓经济怎么了？经济好了，也是你们的功劳！把你们都整成政商勾结，权钱交易，才是我的功劳！
However, Zhang Long’s efforts to retain a major company were of no concern to the Discipline Inspection officials like Ma Yifei and Cao Yu. To them, it didn’t matter: "So what if you focus on economic development? If the economy improves, it's your achievement. Turning you all into examples of collusion between government and business, of trading power for money, that’s my achievement!"
我不知道，在张龙案中幸运脱身的汪首富，是否对常州的法治环境已经不再有信心，是否已经在考虑把产业往南京苏州转移？
I don’t know if the fortunate Wang Liping, who escaped unscathed from the Zhang Long case, has lost confidence in Changzhou’s legal environment or if he’s already considering moving his business to Nanjing or Suzhou.
也许，以汪总的见多识广，他明白，整个江苏，到哪里不不一样，整个厉害国，到哪里又有什么分别！
Perhaps, with Wang’s extensive experience, he understands that the entire Jiangsu province is the same, and there’s no difference anywhere in this country.
行文至此，本人还是要向汪立平汪总表示歉意：我以这么一种方式点你的名，肯定是你作为一个生意人不希望的。
At this point, I must apologize to Mr. Wang Liping. Mentioning your name in this way is surely something you, as a businessman, would not want.
但是，我不得已也，为了和你一样的千千万万个民营企业家不再遭受同样甚至更恶劣的对待，我必须揭露常州纪委肆无忌惮迫害干事的干部，敲诈迫害民营企业家的罪行。
However, I have no choice. For the sake of the tens of millions of private entrepreneurs like you, to prevent them from suffering the same or worse treatment, I must expose the Changzhou Discipline Inspection Commission’s reckless persecution of diligent officials and its extortion and persecution of private entrepreneurs.
我希望汪总进来，不会再有同样的经历，希望他儿子，不会重复父亲同样的经历。
